I'm trying to add an alert to all pages, to let people know about the new Content Guide, ala http://guides.service.gov.au/design-guide/ screen shot 2017-05-15 at 3 38 41 pm

I've got text here https://github.com/AusDTO/gov-au-content-guide/tree/contentfix/head-alert I need some dev help to use the right classes to get this to look ok. Any chance you can take a look @simonschwartz or @dominikwilkowski ?
