[ ] create a data/ folder
[ ] within data/ a folder for each state + territory
- then any further subfolders by category of data (as needed)
[ ] data files should be raw or plain text formatted data (no .rda files if possible).
[ ] each data set should contain a README.md file that at a minimum links the data back to the original data source, and can also provide more data details (data dictionary, etc).

Note that this is only relevant where there are plain text datasets to be captured.

An idea setting would be for all of the datasets to have some kind of API that could be interfaced with
