Investigate use of Dublin Core metadata #17

Investigate the use of Dublin Core Metadata in:

- webpages 
- maps
- KML export files

and in particular KML files used for overlays. Could be useful as a means
of providing a search / retrieval and indexing service for overlays that
are produced.

The latest version of the AbsDataFix application include Dublin Core data in 
KML Overlay files. Other metadata tasks will now be broken out into individual 
tasks.
