Enchantments are still obtainable when using quark oddities. I think your mod is incompatible with the modifications quark oddities does to the enchanting table. I checked that the option allow_on_books is set to false and that the enchantment is also set to false but it is still obtained when enchanting items or books.
However everything seems to be working fine when disabling matrix enchanting.
