oceandata handler now https

I've updated the code to replace all http://oceandata and http://oceancolor with https counterparts, which allows the sync to work again.

I haven't updated the refs in the configs - I don't think we need to - but finish in this issue:

• [ ] make sure the tests work
• [ ] check the links in the configs, etc.
