Deep link URL for projects is displaying the percent-encoding #1824

The links look like this after you click on a Projects card in the Overview tab: https://rinkeby.aragon.org/#/sddemo/0x8dbedf060dea331ad196426d5b699352eec26d97/issues%3FrepoId%3DMDEwOlJlcG9zaXRvcnkxMjYwOTk1ODE%3D

I was expecting to not see things like %3F etc.

I took special care during the initial deep-linking implementation to avoid this issue happening, we should take a look at that code before this regression to fix it
