Update the dev template and make it work again, add missing apps. #1909

The about app widgets interact with several Aragon apps so we need to create a template for development that sets up these apps and works with the latest template structure from Aragon

Acceptance criteria:

The template should be updated to new aragon structure and be compatible with recent @aragon/cli versions
npm run start:http:template and npm run start:ipfs:template will launch a development DAO with the needed apps installed and configured

DotVoting was not added to the template for now for 2 main reasons:

The widget was descoped for this sprint
The app is not published yet to npm
