This PR fixes several small issues with Projects. We added border to the Bounties tiles and changed the font colour, we added LocalIdentityBadges to the activity card, the New Issue description field now can expand, the project is pre-selected in the New Issue panel, and the Submit Work panel doesn't display a GitHub link for decentralized projects.
