What behaviour is observed?

You can speak without logging in ,But I wrote false in the allowchat column

Expected behaviour

Cannot speak when allowchat is false

To Reproduce

1.Start the server 2.Enter server 3.I'm not logged in 4.I succeeded in speaking 5.I said hello in the chat box 6.Successful speech
