Objectives

Updating Start Menu title with SmartPeakGUI version.
Start Menu shortcut format : SmartPeak-${SMARTPEAK_PACKAGE_VERSION_MAJOR}.${SMARTPEAK_PACKAGE_VERSION_MINOR}.${SMARTPEAK_PACKAGE_VERSION_PATCH}-Win64.
