Fixed Project Applications and RequestEditForm for Personal/Admins #187

Ignore branch name, I was intenting to remove some role change for Owner, but talked to Aron about keeping it. Only thing I did with RoleControl was removing unused varables and fixed the project application submission on the first commit.

The two next commits are fairly similar, request edit form for both the personal and the one admins can use to take a look on your project that gets submitted.
