This is an initial PR to bring all the autodoc code into a single repo and setup the core structure.

Fix repo paths that don't match project name (project name: autora-doc for now, repo: autodoc)
Move code from the autodoc-train into this one
.git workflows: refactor package setup into a common action
Use hatch for building
