Create a GitHub Action to update sync-labels workflow whenever new repo is created

From @gtdang: "I was curious if there was way to have an action that upon detection of a new repo, it will automatically update the label sync action with the new repository name. It will kind of behave like a dependabot and create a new PR with the updated label sync gh action yml."
