the way that I am accessing bugzilla I get the same response if the bug is not accessible or if it doesnt exist. I am going to have to check that I am using the right end point or if this is a bug in Bugzilla

I wouldn't be too worried about that then. Just reply the message and it should be fine. Firebot even doesn't reply anything for a bug which doesn't exist.
