Why
As tags start adding up, there can be a need for a brief description of how each tag should be used and when. If for example a tag is not used often, or 2 tags share many similarities, a user might get confused as to which tag is the appropriate one to use for a specific note. In this case, a brief description of how a tag is to be used comes in very handy.

An idea that quickly comes to mind would be to add a description option in the Tags menu: Menu > Tags > Edit kind of like shown in the picture:
