Use the PHPCS Standards org package rather than the abandoned Squizlabs package/repo

@tomjn There was already a branch here ready to go, just not pulled yet. I've pulled it now for visibility as #805. I suggest closing this PR.

Thanks Tom. Closing in favour of #805 which handles a lot more of the comprehensive switch.
