Blocks: Add block to replace `[jobs]` shortcode

Placeholder issue. Need to do an audit of [jobs] related issues when coming up with our requirements.

[jobs] shortcode won't be immediately going away, but I imagine the block will be getting the enhancements.

Issues to consider:

640: AJAX Filters: Provide way to fire outside of jQuery.ready

738: Improve appearance on mobile

1050: Show all jobs when checkboxes are all checked and unchecked
