Set minDate in jquery datepicker

Changes Proposed in this Pull Request

• Add minDate for datepicker so you can't select date in the past for date options.

Testing Instructions

• Make sure you have Enable scheduled listings enabled in the Settings
• Go to the frontend and create a job
• Make sure you can't select a previous date for the Scheduled Date option
• Also try with Application Deadline and in the backend, should be the same result

Release Notes

• Fix: prevent past dates from being used in the datepicker
