Changes Proposed in this Pull Request

Add a basic job overlay template
Add AJAX endpoint to return it
Open a modal with the job overlay content when clicking on the job title

Testing Instructions

Open the job dashboard page
Click on the job titles
Check that a modal opens and content loads for the clicked job. (Just basic details, still mostly empty)
