Add npm script to watch and compile sass files #1426

It will be great if this feature is added. Currently, I must run npm run compile:css for every small change. That command takes about 10 seconds on my computer.

I agree that this command is necessary for day to day theme development. I have create https://github.com/Automattic/_s/pull/1427 to add this feature.
