Thoughts:

Can we glob the plugins and themes directory for it?
Doesn't specify the type of field (input, text area, WYSIWYG)
Can we extend it? Will this break WPML? Wrap the keys elements? Insert occasional headers?
Label and heading strings are not translatable
Good for the community to share a format.

I think @johnbillion only found a handful of these files in the plugin repo... so whilst it would be good to support them, if they are fundamentally flawed in anyway, we won't be losing much by not supporting it.
