Oh wow, I think we got there! @johnbillion I had to make the change to the parse_request hook here which would redirect to /en for the homepage. However, parse_request get's fired in the admin too via the wp_edit_posts_query which was causing redirects in the admin forever. Maybe you can check my thinking there though.

Going to merge this so we can pull it into the outstanding PRs that have tests failing.
