For next steps, we could make the copy a bit clearer still: Maybe...

"Complete the next steps below to report your issue. Based on your selections above, your issue will be organized properly.”
“Thanks! Your selections above help organize the issue properly. Complete the next steps below to report your issue.”

We could also use this blurb at the top of next steps to emphasize that all the steps should be considered required unless designated otherwise.

Clear copy makes things easier to initial understand!
