[Bug]: Issue Search: Double quotes around a search term should make that whole search term match #155

Quick summary

For example, if you search "foo bar" baz -- the results you get should have foo bar exactly next to each other as a phrase.

MGS does this already!

Steps to reproduce

  1. Go to Issue search.
  2. Try searching Contact Block.
  3. Then search "Contact Block". The results shouldn't be the same!
