What Does This PR Add/Change?

WIP - DO NOT MERGE

TODO:

[ ] Update the start over button styles and make it a drop down
[ ] Make clicking an issue type option scroll you to the top of the page
[ ] Add the top nav bar??
[ ] Double check a11y
[ ] Component tests

👋 Hey Dan! I know I tend to "silently" update the Figma file, so I just wanted to highlight a change I made a week or so ago in case you didn't see it! Since the banner action buttons no longer need to mimic the old "dropdown style" Report an Issue button, I've changed them to be consistent with the new buttons:

Wowowow, I did something horrible and totally borked this branch 😱 -- I was able to recover it though: the real branch is now #87
