String freeze: possibly add information about translation status #18

It would be nice if could use and push information about the translation status of a string-freeze prs.

In the status page, show translation timeline (expected to be sent on..., sent for translation on..., translation complete:...)
Push a comment to the PR when the strings are sent for translation (with expected completion time), and when the translations are deployed.

Challenge: make this all hook-able so that we don't need linguine specific code in this repo.
