Remove the git-mirror-server-manifest command #57

https://github.com/Automattic/buildkite-ci/pull/158 has re-implemented the manifest generation, so that the service that uses the manifest file and the command that generates the manifest file are in the same place. Thus, the hostmgr generate git-mirror-server-manifest is no longer needed.
