Following up on some steps I found out to be missing when I tried to test https://github.com/Automattic/buildkite-ci/pull/360

Sibling PR to https://github.com/Automattic/buildkite-ci/pull/362 which also adds similar instructions about installation.

PS: Please confirm that my description of what hostmgr and hostmgr-helper tools are doing is correct in "What is it?" section 😉

The doc looks good (and helpful, thanks for documenting!) to me. I won't be able to test the instructions now (perhaps will give it a try next week), so I'll leave the final review / approval for someone else.
