Revert to @wordpress/interface 4.4.0 #131

Version 4.5.0 breaks the block inspector. Although the @wordpress/interface changelog doesn't detail any changes, there seems to have been some significant underlying store changes.

Until this can be properly investigated then revert to 4.4.0.
