Move Jetpack connection to first step #54

I was tasked with moving the Jetpack connection prompt to the first step as a test for v1.6. This PR accomplishes that.

At the moment of this PR being created, the test is functional, but I'll still need to update some working on the title step. This could also use some testing as well.
