PSH: Some link locations are not actionable #11930

Some of the hints direct folks to pages on jetpack.com which isn't very actionable. Let's update them so all links direct someone to an action location.

Steps to reproduce the issue

One example:

  1. Go to Plugins->Add new on a site with Professional
  2. Search for search
  3. See link to https://jetpack.com/support/search/

What I expected

A link to somewhere within wp-admin that is more actionable OR one that has more context ("This feature is enabled on your site! Any search will use Jetpack's Search. For additional control, add the Jetpack Search Widget. etc).

What happened instead

Links to a general page on jetpack.com

Needed

List of all hints that are impacted by this issue.

As a note, a couple of other examples are for spam and backups.
