Add the ability to mark feedback as "actioned" #13001

Is your feature request related to a problem? Please describe.

Jetpack is a part of all WordCamp websites. Currently, there is no ability to mark a feedback entry as having been responded to or actioned. This adds confusion amongst WordCamp organizers who are monitoring for feedback.

Describe the solution you'd like

A dropdown of statuses, including "needs a response" "in progress" "responded"

Describe alternatives you've considered

Right now we're having to manually notify each other on Slack when things are responded to, which adds needless backscroll and doesn't work half of the time.

I raised a very similar issue to enhance the experience using contact forms in this Meta Trac ticket.

Instead of creating a close set of "statuses", I would propose creating a custom taxonomy for forum submissions. This would allow users to create their own terms, filter by terms, and combine multiple ones.

To make the feedback section really usable, I would also introduce a basic text-area functionality in order to be able to add notes to submissions.
