Clicking in Jetpack to configure Google Analytics does not guide user #13571

Steps to reproduce the issue

  1. On a Jetpack site with a Business plan, go to /wp-admin/admin.php?page=jetpack#/my-plan
  2. Click "Activate Google Analytics", then click button again when it says "Configure Google Analytics" (side-note: If I click to activate I should probably be taken to configure it automatically)
  3. You will be taken to Calypso - https://wordpress.com/marketing/traffic/your-site-url.com

What I expected

Settings scrolled to Google Analytics and a tooltip instructing me to enter my GA code

What happened instead

Dumped at top of page and had to scour long list of settings to find what I need

If I have Yoast SEO plugin installed on the site, this can get further confusing with the page jumping to the following Yoast message:

Your SEO settings are managed by the following plugin: Yoast SEO Premium

This might confuse some users (like it confused me!) to go and look for Google Analytics Tracking ID box in the Yoast SEO settings where we are not going to find it because Yoast plugin doesn't have a box to add Google Analytics Tracking ID. In contrast, the Google Analytics Tracking ID box is tucked below on the Tools > Marketing > Traffic tab.
