Instagram: "There was a problem exchanging an Instagram access token for a long lived one." #20445

This is likely something that will need to be fixed on Instagram's end, but I'm reporting in case it needs some adjustments on Jetpack in the aftermath

Steps to reproduce the issue

  1. Add the Instagram widget to a site
  2. Click on "Connect Instagram Account"
  3. Log into Instagram and authorize the connection
  4. The pop-up will show a "There was a problem exchanging an Instagram access token for a long lived one." message and the widget will not show an active connection

What I expected

Authorizing the connection show to connect the site to Instagram

What happened instead

It did not connect

Looks like this was fixed on Facebook's end https://developers.facebook.com/support/bugs/846002502961472/

I was able to connect successfully on my end, so seems this might be okay now. Can probably check with users and make sure they can connect now.
