Some user reports moved from P2:

I wasn't able to reproduce this. I have an atomic site where I invited another account of mine and made it an editor. Then I used /wp-admin/users.php
to delete that user, trying both methods in two separate attempts (clicking the red delete link under their name and using bulk delete with checkboxes). In both cases, after confirming the delete, the user no longer appeared on /people/team/
in Calypso, and trying to navigate Calypso on the other account took me out of that site and into 'All my Sites'.
I also tried removing the user using calypso and checking /wp-admin/users.php
after: the user was no longer on the list there.
Based on the user reports, it sounds like this is usually caused by a Jetpack connection issue.

@jeherve Should we hand this off to Jetpack?

Should we hand this off to Jetpack?
Yup. š
@Automattic/jetpack-kernel Is that something you could look into?
Quick summary
Sometimes removing user from wp-admin users list doesn't remove from WordPress.com user list. This happens on an Atomic site.
Steps to reproduce
What you expected to happen
User to be removed from WordPress.com users list too when removed on wp-admin users list.
What actually happened
User remains on WordPress.com users list. To quote @JoshuaGoode,
This can lead to a situation where the user still has some access to the site or, if removed on accident, cannot be invited back properly.

Workaround details
The person that wishes to join the site again must contact WordPress.com customer support staff, who in turn have to work with the owner of the site to understand if they can be re-added. If they approve of it, we can add them on wp-admin users list and fix Jetpack connection for them. Not an ideal experience for our customers.
