My Jetpack: better handle the Activate Plugin option when it will not activate the product

For VaultPress Backup and Search, if the site has the plugin installed but does not have the required plan for the product to work, we still show the product as inactive even after the user clicks on "Activate Plugin", resulting on a strange user experience.

Steps to reproduce:

• launch a new test site with Jetpack
• install but does not activate the standalone plugin for VaultPress Backup or Search
• go to Jetpack > My Jetpack and confirm that product show as inactive and that the actions menu (three dots on the top-right corner of the cards) shows the "Activate Plugin" option:

• click the "Activate Plugin" option
• notice that the card goes to a loading state and then move back to inactive; the plugin gets activated correctly but this is not enough for the product to work in this case, so the status is still inactive

We need to handle this in a better way to prevent it from being confusing to the user.
