Replace `eslint-plugin-svelte3` with `eslint-plugin-svelte` #38097

Proposed changes:

The npm package eslint-plugin-svelte3 is deprecated in favor of eslint-plugin-svelte. The updated config appears to also require svelte-eslint-parser.
