Replace `eslint-plugin-svelte3` with `eslint-plugin-svelte`

Proposed changes:

The npm package eslint-plugin-svelte3 is deprecated in favor of eslint-plugin-svelte. The updated config appears to also require svelte-eslint-parser.

Then fix some new lints it complains about:

Some variables in image-guide's Popup.svelte are no longer used (since #31145).
There's a new lint complaining about use of @html being unsafe. Our one use was easy to convert to {#if}.

Once the plugin is active, go to Jetpack > Jetpack Beta, select your plugin, and enable the update/replace-eslint-plugin-svelte3 branch.
- For jetpack-mu-wpcom changes, also add define( 'JETPACK_MU_WPCOM_LOAD_VIA_BETA_PLUGIN', true ); to your wp-config.php file.

To test on Simple, run the following command on your sandbox:

bin/jetpack-downloader test jetpack update/replace-eslint-plugin-svelte3
