Proposed changes:

The active_plugins options has been added to the list of options we always sync no matter the consumer configuration
The Sync Stats module, responsible for sending heartbeat data to WPCOM, has been added to the list of modules we always sync no matter the consumer configuration

Testing instructions:

Activate only Jetpack Protect since it's one of the Sync consumers that is using a minimum configuration for Sync
Without the patch, the heartbeat data should never get send
With the patch the heartbeat data should get sent

To test on WoA, go to the Plugins menu on a WordPress.com Simple site. Click on the "Upload" button and follow the upgrade flow to be able to upload, install, and activate the Jetpack Beta plugin. Once the plugin is active, go to Jetpack > Jetpack Beta, select your plugin, and enable the update/sync-must-sync-data-settings branch.
- For jetpack-mu-wpcom changes, also add define( 'JETPACK_MU_WPCOM_LOAD_VIA_BETA_PLUGIN', true ); to your wp-config.php file.

To test on Simple, run the following command on your sandbox:

bin/jetpack-downloader test jetpack update/sync-must-sync-data-settings

bin/jetpack-downloader test jetpack-mu-wpcom-plugin update/sync-must-sync-data-settings
