Boost: Update and use CollapsibleMeta to handle expanded modules on the settings page

The CollapsibleMeta component is used by the ImageCDN Quaility module to display the quality settings when a link is clicked, just like other modules work.

The component needs to updated because some things are hard coded, but using it for other modules would remove a lot of redundant code.
