Janitorial: update more dependencies

This updates a few dependencies and removes some others.

Proposed changes:

composer/composer and composer-plugin-api are now set to ^2.2 (LTS), the last version before support jumps to PHP 7.2.5.
symfony/console and symfony/process were bumped to ^5.4 || ^6.4 || ^7.1:
- Earlier versions of the latter have a Windows security bulletin.
- The former was bumped to match the latter.
- This requires PHP 7.2.5, so changelogger was bumped to that.
wp-coding-standards/wpcs and dealerdirect/phpcodesniffer-composer-installer were removed as dependencies from wpcomsh, as they shouldn't be needed since moving to the monorepo.

To test on WoA, go to the Plugins menu on a WordPress.com Simple site. Click on the "Upload" button and follow the upgrade flow to be able to upload, install, and activate the Jetpack Beta plugin. Once the plugin is active, go to Jetpack > Jetpack Beta, select your plugin, and enable the fix/bump_composer_versions_round2 branch.
- For jetpack-mu-wpcom changes, also add define( 'JETPACK_MU_WPCOM_LOAD_VIA_BETA_PLUGIN', true ); to your wp-config.php file.

To test on Simple, run the following command on your sandbox:

bin/jetpack-downloader test jetpack fix/bump_composer_versions_round2

bin/jetpack-downloader test jetpack-mu-wpcom-plugin fix/bump_composer_versions_round2
