Add an option for Jetpack Forms to skip sending email notifications for form submissions.

How

Introduce a toggle option in the Form's block settings to disable email notifications. When enabled, this setting would suppress email notifications while ensuring all submissions are logged under Feedback > Form Responses.

For reference, Contact Form 7 provides a similar feature with the skip_mail option, which serves as a workaround for users who do not want emails.
