Feature Request: Jump to Comments #1554

As discussed in Slack, a feature request to add a toggle to show a comment count/link in the post meta area.

Additionally, the link would have the added functionality where it would display "Leave a comment" if no comments have been added, "Join the conversation" if comments have been added already, and no link/text if comments are disabled in the post.

Similar to https://github.com/Automattic/newspack-blocks/issues/1198, it would be nice when this is implemented if it also supported Disqus, which is used by a number of our publishers.

For Disqus, rather than using the default comments_popup_link() function, we could include a check for the Disqus comment being active, and replacing the link with one that ends in #disqus_thread so it updates with the proper comment count.

@laurelfulford Coral Talk is another very popular comment platform used by many. Pls consider supporting it for both this and Homepage posts block feature.
