"Welcome to WordPress.com" first notification is missing. #231

I'm fairly certain at one point we sent a default first notification to new users, welcoming them to WordPress.com. Currently, the first time a new user opens notifications, they're greeted with an uninspiring "no notifications yet" message.

I don't remember if we ever had one. I think it's been missing for a long time if we did have one. Here is the only history I know about it: https://github.com/Automattic/notifications-client/issues/269

There is some copy and ideas in there we could probably use.

@gwwar I'll close once I've confirmed that the translations are deployed, and I've removed the 'en' !== get_locale() check server-side.

All locales are now active as of r173612-wpcom 🎉
