In https://github.com/Automattic/wp-calypso/pull/22603 the spinner in Calypso was updated to have a more unique style but even more importantly to cut the CPU cost in half.
It would be relevant to update Notifications to use the same spinner (and maybe fix the "blinking" effect it does in the process if it's something simple to do).
