Brand the Settings > Performance page so it is clear it relates to Page Optimize plugin #80

What

Add a bit of branding of any sort to the Page Optimize settings page to help indicate the page is powered by an Automattic plugin.

Why

The Settings > Performance page that's added to a site by the Page Optimize plugin is unbranded, and it is fairly hard to tell it stems from the "Page Optimize" plugin.

How

I think Automattic's Crowdsignal (Settings > Crowdsignal) page is a great example of slight adjustments that can be made to brand the dashboard page and make it clear what powers it:

👋 Hi @cuemarie, this plugin isn't actively maintained, and I believe we want to eventually replace it with Jetpack Boost for comparable or better performance. It might make more sense for us to pursue that change rather than branding something we would like to retire.

Keeping the issue active while the plugin exists and Jetpack Boost hasn't taken over.

@mrfoxtalbot are there any discussions about Page Optimize in the context of UCNR?

I'll evaluate if we are ready to push Boost as a replacement and propose a timeline if so.

For Atomic sites with Classic view enabled, we're keeping the Settings > Performance page that Jetpack adds.

Simple sites don't have access to those settings.
