Remove Pull Request Template from this repo so it's covered by INN's org-wide PR template #63

Based on experience in https://github.com/INN/pym-shortcode/pull/62, it may be better to update this PR template based on INN's site-wide template, with additional plugin-specific guidance.

Merged https://github.com/INN/.github/pull/13 so the PR template is all up-to-date.
