Allow admins to send/upload a file to specific learners' dashboard/account #4396

Currently there is no easy way for admins/teachers to send a message or share a file or a document directly with a learner.

We recently had a request from a user who wanted to upload a pdf file directly to the student's dashboard.

At the very minimum we could provide an 'email learner' link on the learner management dashboard that triggers an email to the student.

I see the "Messages" section, but what I need is to open a new private message to a student, where i can send him corrections, documentation.... the field "answer reaction" is not enought for me because I need to attach files to the correction.

How can I send a private message to the student? How can i send attached files to the student, all within the platform, not using emails, google drive links etc...?

Also report 1457 is similar to this request.

The above ticket is not related to this issue. Not sure how to remove it, but the user in that ticket wants to be able to email ALL students enrolled in a course, not an individual student.
