I need the flexibility for any teacher to be able to manually add students to any course, regardless of whether the course is theirs or not.
It is not the case that the user himself registers for the course.

The school has both face-to-face and online courses. That's why some students who take the face-to-face courses need to take complementary courses online.
To manage all the courses and students, teachers would need admin access at the moment, which might be inconvenient for security and privacy reasons.
The best solution for such cases would be to create a new setting to toggle on/off the option for teachers to access all courses vs the ones they own only.
