Strange clicking behavior on lesson template chooser #7152

Steps to Reproduce

  1. Create a new lesson.
  2. Ensure browser window has a smaller height that causes the second row of template cards to be half hidden.
  3. When choosing the template, hover over the bottom-right template before choosing Start with default template.
