Audit Sensei's blocks to determine which to make available in non-Sensei site editor templates

Is your feature request related to a problem? Please describe

Currently, all of Sensei's (and Sensei Pro's) blocks are available in ALL site editor templates (not just the Learning Mode templates). We should audit these blocks and determine which ones we can make available to other templates (e.g. perhaps Course List block?) and which we should not.

We should also audit Sensei's LM templates (i.e. lesson and quiz) and figure out which Sensei blocks can / should be used in Learning Mode.

Describe the solution you'd like

The output of this work is a new issue that documents which blocks should be hidden for both Sensei templates and non-Sensei templates.

Additional context

A user also reported this in 7247666-zen when he was in Learning Mode:

It’s a bit confusing that it exist two blocks for Lesson actions. One with the green sensei icon next to it, and one with a black icon. It’s with the one with the black icon where I can change color for each button.
